Public Notice Per Ohio Environmental Protection Agency (Ohio EPA) water quality trading rules, a public meeting will be held on January 20, 2015 at the Tuscarawas Soil and Water Conservation District (SWCD) office, located at 85 E. Iron Ave, Dover, OH 44622 from 10:00 - 11:00 a.m. to hear comments regarding the Water Quality Trading Management Plan Application for the Muskingum River Watershed (HUC 05040000) Phase 2-6: Mohican Watershed (HUC 05040002); Walhonding Watershed (HUC 0504003); Muskingum Watershed (HUC 0504004); Wills Creek Watershed (HUC 0504005); and the Licking River Watershed (HUC 0504005). The Muskingum River Watershed (HUC 05040000) encompasses parts of Medina, Summit, Portage, Stark, Wayne, Columbiana, Carroll, Harrison, Belmont, Tuscarawas, Coshocton, Holmes, Guernsey, Richland, Knox, Licking, Muskingum, Perry, Washington, Monroe, Ashland, and Noble counties. Members of a joint board of Soil and Water Conservation Districts within the Muskingum River Watershed will conduct the hearing, and the joint board will be responsible for implementing the water quality trading activities. NPDES permit holders within the watershed will be eligible to participate in the water quality trading activities. Based on nutrient load calculations approved by Ohio EPA, landowners within the Muskingum River watershed may be provided cost-share to implement conservation practices that reduce nutrient runoff to improve water quality.
