Corn growers push counter-cyclical plan

WASHINGTON – The National Corn Growers Association unveiled a counter-cyclical income support proposal during testimony April 25 before the House Committee on Agriculture.

The association’s farm bill proposal revolves around a counter-cyclical program that will provide growers the support they need when they need it. This program incorporates the benefits of the marketing assistance loan program and the market loss assistance payments into one WTO-compliant counter-cyclical program.

Association President Lee Klein told the committee that the equation of higher yields and higher stocks-to-use ratios equaling today’s low prices calls for a continued evolution in farm policy.

“Our next generation of farm policy needs a counter-cyclical component that is heavily oriented at answering the profitability needs of basic commodity farm income,” Klein said.
