The USDA suspended operations at Foster Farms poultry plant in Livingston, California on Wednesday because of a cockroach investigation, according to the Los Angeles Times.
The closed plant is one of three Foster Farms facilities linked to a salmonella outbreak last year.
Despite pressure, the USDA couldn’t force a recall of poultry from the plant because salmonella is considered a naturally occuring adulterant.

“The Livingston plant, as well as two other processing facilities in Fresno, was threatened with closure last October because of unsanitary conditions.”
Foster Farms will work to fight the infestation during the shutdown.
