Heat oil in medium-sized skillet. Season beef with salt and pepper; sear with garlic for 2-3 minutes. Add vegetable blend and stir-fry just until vegetables are hot, about 3 minutes. Mix Parmesan cheese and parsley. Divide mixture into 2 equal parts. Cook pasta according to package directions; drain. Toss with 1/2 of cheese/parsley mixture and milk. Divide pasta evenly among 4 plates. Top with beef mixture. Sprinkle with remaining cheese and parsley. Serve immediately.
