Preheat oven to 375 F and position a rack in the middle.
Line a 12-cup muffin tin with muffin liners, or spray with nonstick cooking spray.
In a medium bowl, whisk together flour, baking powder, baking soda, salt, garlic powder and Old Bay seasoning until well combined.
In a large bowl, whisk together oil and sugar until smooth. Add eggs and milk and whisk until combined. Stir in the zucchini. Add flour mixture to the wet ingredients and stir until just combined. Mix in the cheddar cheese, chives and bacon until incorporated. Divide batter evenly between 12 muffin cups.
Bake muffins on the middle rack for 20-22 minutes, or until a toothpick inserted into the center comes out clean.
Allow muffins to cool for 5 minutes in the pan and then transfer to a wire rack.
